Delaware’s Three-Step Screening Process
- Step 1: Delaware Home Language Survey (HLS) - Completed during the initial enrollment process
- Step 2: Records Review - Records of prior language development services are requested from previous schools if a language other than English is indicated on parts of the HLS
- Step 3: Administer Screener - The WIDA Screeners* are administered. The test results help to determine whether a student is eligible for language support.

* WIDA Screeners for grades 1-12 are the placement tests that are administered, upon registration into any Delaware public school, to all students whose native language or home language is other than English. The test results help to determine whether a student requires language support and the number of contact hours they will receive.
